Yes, the city requires a tag for dogs and cats. The cost is $3 per dog or cat. General information regarding the animal(s) is required as well as the rabies number issued for the animal(s).

2. How many dogs / cats are allowed in one residence?

The city ordinance states that no person shall own or harbor more than a maximum or a combination of 4 dogs and/or cats with no more than 3 dogs or 3 cats in any residence. Also, no person shall own or harbor more than 2 rabbits, ferrets, or guinea pigs in a residential unit.

3. What can I do if I find a stray dog?

1. When is a Building Permit required?

Permits are required for the following improvements:

• To establish any new use of property
• To change the use of any building, structure, or land from one use to another
• To excavate or change the grade of the property
• To erect, construct, alter, enlarge, or move any building or structure which would include, but not be limited to: additions, garages, signs, sheds, decks, porches, patios, swimming pools, fences, retaining walls, a fireplace, car ports, a canopy, a satellite dish 36 inches or greater, public sidewalks, driveways, lawn sprinkling systems, and private walkways.
• For installations of plumbing, electrical, and mechanical systems
• For alterations or replacement of water supply lines; sanitary and storm sewer drainage lines; soil; waste lines, vent lines, gas lines, or similar piping; electrical wiring and electrical services; mechanical systems; water heaters; re-roofs; and siding
• For alterations and repairs, which include the cutting away of any wall portion; the removal or cutting of any structural beams or bearing support
• To remove or change any required means of egress affecting the exit requirements for the building, such as replacement of doors and windows
• To demolish or remove a building or structure

2. When is a Building Permit not required?

A permit is not required for ordinary, non-structural repairs, including but not limited to the following:

• Painting
• Patching
• Tuckpointing
• Patching a roof
• Replacement of floor coverings
• Kitchen cabinets in the same location 
• Wall coverings
• Electrical fixtures, plumbing fixtures, and water softeners
• Installation of aluminum soffit, fascia, or gutters

Properties located in the Historic Preservation District have special regulations which must be followed.  The above list does not apply to any property located in this district.

3. Who is responsible for obtaining a permit?

The property owner is responsible for ensuring a permit is obtained before any work begins.

4. What is the processing time for a permit?

Typical review time for most residential and commercial projects is ten (10) to fourteen (14) business days; provided all required information is submitted and all contractors have become registered with the City.

For new construction, such as new homes, industrial buildings, commercial buildings, etc., review time is typically ten (10) to fourteen (14) business days; provided all required information is submitted. New construction permits are reviewed by multiple departments, requiring longer review times in some instances.

If a plan review has been rejected, a letter will be sent to the applicant requesting further information. Once the required information is received, a re-review of the permit will be performed within the above time frames, depending on project type.

5. What type of payment do you accept?

We accept credit, debit, cash ($50 bills or less, we do not have change for large bills), personal or business check, money orders, or cashier’s check. 

6. How can I find my plat of survey?

The first place to check would be in your closing papers from when you purchased your home. If you did not receive one, you may want to check with the bank that holds your mortgage.
The City does not typically receive a plat unless the home is new construction (2002-current).
If you are unable to locate your survey, you may want to have a new survey performed. Typical costs are about $500, and can be completed by any Land Surveyor company.
A plat of survey is a private document between the seller and purchaser of a home, so be sure to keep your survey in a safe and secure place.

8. How long is a permit valid?

Once issued, a miscellaneous or remodeling permit is valid for 6 months. A new commercial or residential building permit is valid for 1 year.

9. How can I be sure the contractor I have chosen is trustworthy?

We highly recommend checking the contractor’s references and checking with the Better Business Bureau for accreditation. You can also check with the Building Department to see if the contractor is currently registered.

10. Are contractors required to register with the Building Department?

Yes, any contractor working within the City of Lockport is required to obtain registration with the Building Department prior to starting the work. Please see our Contractor Registration application (PDF) for specific information.

11. What hours are contractors permitted to work?

Per City Code (Ord. §93.131) contractors are permitted to perform work on the following days of the week at the following times: 

Monday-Friday, 7 a.m. to 8 p.m.
Saturday, 8 a.m. to 8 p.m.
Sunday, 8 a.m. to 6 p.m.

12. I am a homeowner, can I complete work on my own home?

Yes, as long as you are the owner and primary occupant of the single-family residence. This does not apply to multi-family dwellings such as condos, apartments, or other commercial properties. We do not allow "house flipping" unless all tradespeople complete the registration process. Before beginning work, all permits must be applied for and issued.

13. What is J.U.L.I.E. and what is the number?

J.U.L.I.E. stands for Joint Utilities Locating Information for Excavators. J.U.L.I.E. will locate and mark each underground utility before excavation work begins. You must call J.U.L.I.E. at least 48 hours prior to digging at 800-892-0123. J.U.L.I.E. is a free service, and it is required by law that you call prior to any work which requires digging.

14. What are the swimming pool regulations within the City of Lockport?

All swimming pools with a designed height of 24 inches or deeper are required to have a permit. These pools are also required to have a safety barrier (fence) with a minimum height of 4 feet completely around the pool, and have a self-closing, self-locking gate. Also, if the pool is provided a filter, the filter must have a UL label, and proper electric service is required. No extension cords are allowed. 15. Why is a street bond required for my project?

A street bond is required when any permit is issued for an accessory structure which requires excavation and/or removal of dirt. These include in-ground and above ground pools, detached garages, and additions. This is to ensure the prompt removal of any dirt, mud, stone, or debris deposited on any street, sidewalk, or alley within the city. Street bonds are typically returned by mail within 4-6 weeks of final inspection of the project.

Coal Tar

1. What is coal-tar sealcoat?

Coal-tar sealcoat is a type of sealant used to maintain and protect driveway and parking lot asphalt pavement. Coal-tar sealcoat typically contains 20 to 35% coal tar pitch, a byproduct of the steel manufacturing industry, which is 50% or more PAHs by weight. (Source: epa.gov)

2. What are PAHs in the environment?

Polycyclic aromatic hydrocarbons (PAHs) are persistent organic compounds. These chemicals come from both natural and man-made sources. Man-made sources of PAHs in the environment include the incomplete burning of organic materials (e.g., coal, oil, gas, wood, garbage); vehicle exhaust; asphalt; coal-tar and coal-tar based sealcoats; creosote; and cigarette and tobacco smoke. (Source: epa.gov)

3. What state legislative action has been taken addressing PAHs from coal-tar sealcoat?

State of Illinois Senate Bill 2954 was originally introduced in 2020. Illinois Senate Bill 692 was re-introduced February 25, 2021. 

Summary: Creates the Coal Tar Sealant Disclosure Act. Requires specified persons and entities, public schools and public school districts, and State agencies to disclose the use of a coal tar-based sealant or high polycyclic aromatic hydrocarbon sealant product. Provides requirements for disclosures made under the Act. Requires persons or entities to provide information regarding alternative sealant upon request and public schools or public school districts and the State to seek an asphalt-based sealant when distributing any request for proposals. Requires public schools or public school districts and State agencies to determine whether specified benefits of alternative products outweigh the cost, and if so to use them. Provides that the Department of Public Health, in consultation with the State Board of Education, shall conduct outreach to public schools and public school districts regarding coal tar-based sealant and high polycyclic aromatic hydrocarbon product. Provides that nothing in the Act applies to a construction project or sale in which coal tar-based sealant or high polycyclic aromatic hydrocarbon sealant product is used for roofing application. Contains other provisions.

On November 4, 2020, the City Council passed Resolution No. 20-111 which bans the sale, use and application of coal tar-based sealant products containing high levels of polycyclic aromatic hydrocarbons (PAH).

5. I am a resident. What action do I need to take?

If you are a resident within the corporate limits of the City of Lockport, do not purchase, use or apply coal-tar on private driveways or other surfaces.

Contractors within the corporate limits of the City of Lockport should use another sealant that does not include a high level of PAH.

8. What are some alternatives to coal-tar sealant?

9. Does this mean that I cannot replace my driveway with asphalt?

No, you can still replace your asphalt driveway.  The contractor just cannot use a coal tar product.  Contractors have been notified of the change but if you have a quote done, make sure that they do not use coal tar.

10. Does this mean that I cannot reseal my own driveway?

No, you can still reseal your driveway, but with a coal tar-free product.  Lockport Ace and most national home improvements stores (Home Depot, Menards) have phased out coal tar products for sale, but still ask a salesperson to make sure.

The City of Lockport utilizes FEMA and Will County benchmarks. Benchmark information can also be obtained from the National Geodetic Survey website; select Illinois and Will County.

3. Who do I contact regarding the city's Sidewalk Program?

If you would like to participate in the City's sidewalk program, please submit a service request on our website. The sidewalk program is offered on a first come, first served basis provided your sidewalk meets the minimum criteria for replacement.

4. My final grading is not approved. Why can't I install a fence / pool / shed?

The Engineering Department spends a lot of time and energy to ensure that final grading is performed per the approved plan. If the final grading is not constructed per the approved plan, it will be rejected and the builder will be required to correct any deficiencies. It is very important that the homeowner does nothing to disturb their yard prior to approval of the final grading. If the yard is disturbed or altered, it becomes very difficult for the city to force the builder to correct any problems. If the disturbance is caused by the homeowner, the builder will refuse to correct the problem. We advise homeowners not to do any landscaping or install any items in their yards until the final grading survey is approved.

5. My neighbor's sump pump is discharging onto my property. How can I make them stop this?

The City of Lockport's ordinance states that the drainage of roofs, paved yards, yards and courts, and other open areas on the premises, and sump pumps, shall not discharge in a manner that creates a nuisance to adjoining properties. The city advises property owners to redirect their sump pump discharge to an area that will not cause a nuisance to neighbors. 6. I want to regrade my yard. Do I need a permit?

A Grading Permit is needed and can be obtained through the Engineering Department. The city will not allow any grade changes to be made at the property lines without submitting a complete plan for approval.

7. Is my final grading approved?

Before calling the city, check with your builder to verify that the final survey has been submitted. If the survey has been submitted, your next step would be to contact the Building Department to check the status of the survey. When the Building Department receives the survey from the builder, it is sent to the Engineering Department. The survey is then marked "Rejected" or "Approved." If the survey is rejected, it is up to the builder to correct the problems and then submit a new survey. The Engineering Department will not make another inspection until a new survey is received. 8. I want to tie my sump pump into the storm structure in my rear yard. Do I need a permit?

Many homeowners prefer to tie their sump pumps into the storm sewer. You will need a permit to perform this work and the tie-in to the storm sewer will need to be inspected. To schedule an inspection, please contact the Public Works Department at 815-838-0549 option 8 24 hours in advance.

9. I am experiencing a drainage problem. What do I do next?

Subdivisions are designed to convey stormwater through storm sewer and overland flow routes to the detention ponds. Many lots are designed with swales through the side yards and rear yards to collect storm water run-off. These areas are designed to be wet during storms. If these areas are wet or soggy during and immediately after rainfalls, then dry up within several days, they are operating correctly. If the areas remain wet for weeks after the last rainfall, there may be a drainage problem. It is important that homeowners do not obstruct overland flow routes or swales with landscaping, sandboxes, sheds, or other items. If the swales are obstructed, it may cause standing water in the yard or lead to other drainage problems.

10. How can I determine if a property is within a floodplain?

FEMA determines if a property is in a floodplain. FEMA regularly publishes maps that show the locations of floodplains. For more information, visit FEMA's website.

11. Has my landscaping been approved? When will I receive my refund?

Once your landscaping has been completed, please contact your Builder. Once approved by your Builder, the City will be notified to complete our inspection. Once the inspection has been performed and approved (usually 5-7 workings days after request), the bond will be refunded. Refund time is typically 4 - 6 weeks from date of final approval. If your landscaping has been rejected, you will be notified by mail of the outstanding issues. Once those items are corrected, please call for a reinspection of the property.

2. My yard was damaged by city snowplows. Who will repair it?

Call Public Works at 815-838-0549, option 8, with your request for service. The Public Works Department will fill out a work order and place you on a list for dirt and seed restoration to be done in spring / summer. The city is not responsible for damage to sprinkler heads in the parkway.

3. My mailbox was damaged by city snowplows. Who will repair it?

The City of Lockport makes every effort to clear the roads from curb to curb where cars are not parked on the street. In many cases, with wet snow, the snow may damage/remove mailboxes that are set close to the street; this is unavoidable. Mailbox damage complaints will be dealt with on a case-by-case basis. If the city is responsible for mailbox damage, call Public Works at 815-838-0549, option 8, to submit a service request. If it is determined by Public Works that the damage is a result of the plow blade coming into direct contact with your mailbox, you will have the following options:

1. Public Works will repair it.
2. If it is not repairable, we will replace it with a 4x4 post and standard metal mailbox in your choice of black or white.
3. You can repair it or replace it yourself. The city will reimburse you up to $30 for materials. A receipt must be submitted to Public Works.

4. How does the city decide when snow / ice removal is needed?

The general policy is that city crews begin plowing after snow accumulations of 1-2 inches. Depending on weather conditions and information from the city’s weather forecasting services, snow and ice removal operations may begin sooner. The Public Works Department strives to respond with salting and/or plowing before roads become slippery for vehicle travel. For an average snow event, the Public Works Department will complete a plowing operation in 8-12 hours.

5. Why does the city have an overnight parking ban on all streets?

The city has an ordinance against parking on any city street when the snowfall exceeds 2 inches for the entire duration of snow and ice control operations. The parking ban allows city crews to more completely remove snow without obstruction from vehicles on the roadway. Even when it is not snowing, the city often has to complete clean-up work on corners and intersections. The parking ban helps the city keep roads safe for all residents and motorists. Residents needing temporary exception from the parking ban may apply to the Police Department for a special permit.

6. Why does the plow push snow into my driveway?

The city is responsible for clearing streets of snow and ice to allow for emergency access, vehicular traffic, and daytime parking. The city clears the street from curb to curb to ensure that emergency vehicles and all traffic can move safely. As the city trucks pass driveways, some snow rolls off the edge of the side-discharge plow and into the driveway, particularly if the driveway has already been cleared. There are ways for you to minimize this problem. When shoveling out the portion of your driveway closest to the street, push the snow to the right (as you face the street) so that it will be “downstream” when the plow comes by. Please be aware that in a very heavy snow or during storms where snow continues to fall, plows may make as many as 3 or 4 passes to clear the roadways.

Cul-de-sacs are particularly difficult to plow during snow removal operations. The city has 145 cul-de-sacs that are plowed after each snow event. Smaller trucks are used to negotiate turns on these streets. Cul-de-sacs are cleared just as the street is with the driver plowing in a counter-clockwise circle from the inside to the outside. As the driveways on streets, it is inevitable that some snow will come off the plow. Try to wait until the cul-de-sac has been plowed before clearing your driveway. When you do shovel, push snow to the right side of the driveway to keep it from being pushed back into the area just cleared. Plowing snow from the outside of the cul-de-sac to the middle does not work. Using this approach, the driver would eventually run out of room to pile the snow. Also, plowing driveways to the middle of the island is possible but would require too much time and risk damage to private property. Fire hydrants are located in many cul-de-sac islands; for fire safety, these cannot be buried by plowed snow.

7. Can I push the snow from my driveway into the street?

No, this is prohibited by city ordinance. Residents may be held liable for any accidents caused by shoveling snow into the roadway.

8. Who is responsible for clearing the snow 3 feet around the fire hydrant?

The homeowner is responsible for clearing the snow 3 feet around the fire hydrant.

9. How do I report a pothole on my street?

Call the Public Works Department at 815-838-0549, option 8, to make a service request.

10. When will my street be swept?

Curbed streets are swept on a rotating basis. The current time between sweeping is approximately 4 to 8 weeks, depending on the time of year, rainfall, etc. Street sweeping cannot be done in temperatures below freezing.

11. I have a dead animal on my street. Who picks it up?

If your street is within city limits, call Public Works at 815-838-0549, option 8, to dispose of the dead animal.

12. What do I do if my streetlight is out?

Call Public Works at 815-838-0549, option 8, to notify them of the problem. If it is a streetlight maintained by the city, we will fix it. If ComEd maintains the streetlight, we will notify ComEd and they will fix it. Please provide an address closest to the non-functioning light.

13. When will my tree be trimmed?

Trimming of parkway trees and other trees located on city right-of-ways are currently done on an 8-year cycle. If you are not sure if a tree is on your property or city property, call Public Works at 815-838-0549, option 8.

14. What is Lockport’s tree policy?

The Public Works Department removes dead parkway trees. According to the City of Lockport Municipal Code, diseased trees on private property are tagged and the property owners are required to remove them at their expense.

15. I had a tree removed. When will it be replaced?

If the parkway tree has been removed due to the Emerald Ash Borer the City is currently allowing residents to add their address to our Parkway Tree Replacement list by calling 815-838-0549 option 8. If the parkway tree was removed but is not an Emerald Ash residents can take advantage of our 50/50 program by submitting a request in our service request system.

16. When does the city plant sod, and when do they use black dirt and seed?

The city does not replace sod. After a water main break or sewer excavation, the area is restored with topsoil and seed. Six months are needed after the main break to let the ground settle before the repair can be done. For stump removal or plow damage, black dirt and seed are used to repair the yard. It is very important to water the seed after it has been planted in order for it to grow properly.

17. I have a loose or hanging tree limb. What do I do?

Call Public Works Department at 815-838-0549, option 8, to make a service request. If the tree is on the parkway, it is the responsibility of the city. If it is from a tree on private property, the homeowner is responsible for removing the limb.

18. What do I do about leaf pickup?

The City’s annual leaf pick up program is scheduled to begin Monday, October 24, 2022 and it will run through the first week of December, weather permitting. To take advantage of this program please rake your leaves into your parkway toward the curb. To prevent potential flooding issues for you and your neighbors, do not put leaves in the street. Please be aware it may take up to two weeks to get to your location. If you do not want to wait for the City’s leaf truck, you also have the option to put the leaves in brown paper bags for Waste Management to pick up on your garbage day (no sticker necessary).

19. There is water in my basement. What should I do?

20. There was a water main break on my street, and my yard was damaged. When will it be repaired?

Six months are necessary to let ground settle after a main break before yard repair can be done.

21. How do I locate my B-box?

Call the Water Department at 815-838-0549, option 3. They will write a work order for the Water Department to locate the B-box. It is important to allow a 48-hour notice prior to locating it.

22. What do I do if I have rusty water after a main break repair or hydrant flushing?

Sediment in the water pipes can be knocked loose during either water main repair or hydrant flushing, causing the water to turn a shade of brown. This water is not dangerous or contaminated. To alleviate this problem, you should run any faucet in your house that does not have a filtration screen until the water is clear (usually this will be a faucet in a utility sink). If the problem persists, call the Water Department at 815-838-0549, option 3.

23. Who do I call for sewer issues?

Call the Lockport Sanitary Sewer Department at 815-838-1705.

24. I am going to dig in my yard. Do I need to call J.U.L.I.E.?

Yes; by law you are required to call JULIE a minimum of 2 working days PRIOR to any digging. To request a locate, please call 1-800-892-0123.

25. There are different colored flags in my yard. Why are they there, and what do they mean?

These flags represent the utilities located underground. The colors represent the following:

Tornado Sirens

1. Do the tornado sirens run for the entire length of the tornado warning or do they shut off?

The sirens are activated upon a confirmed tornado sighting and run from 3 to 5 minutes. They do not run the entire length of the warning period.

2. Is there a 2nd siren that goes off to signal the end of the tornado warning?

It is a policy that no "all clear" siren is set off because there is always the possibility that after an "all clear" was sounded something would redevelop.

3. What resource is going to be the best for us during a storm to give us up-to-date information on the storm? Is there a website or radio station where this local information is broadcast?

The best recommendation would be to use a NOAA weather radio tuned to KZZ81 Lockport at a frequency of 162.4250. The 2nd option is to monitor your local radio stations. They are:

4. I heard a siren in the morning and it was clear out. Why might this be?

Vehicle Stickers

1. Do I need to purchase a vehicle sticker?

No, not any more. For the last few years the City Council has entertained the idea of eliminating the vehicle sticker program, as it inconveniences the residents on an annual basis. In August 2015, the City Council voted to replace the inefficient vehicle sticker program with a Municipal Electric Excise Tax at $.0044 per kwh. Residents will now no longer need to purchase an annual vehicle sticker. The new municipal tax will be automatically reflected on your monthly ComEd bill. This move keeps Lockport competitive with the surrounding communities, all of whom have a much higher per kwh rate, with the exception of Crest Hill who charges $.0041. Furthermore, some communities have both a higher electrical rate and a vehicle sticker requirement.

1. Will Waste Management take appliances / furniture?

The city has an inclusive contract with Waste Management. Furniture and appliances will be collected on your regular pick-up day however, only one large item will be collected per week.

2. Will Waste Management pick up construction debris?

Waste Management will collect construction / demolition debris from do-it-yourself remodeling projects; however, it is limited to 1 cubic yard. Bundled wood and other debris cannot exceed 4 feet in length, and smaller debris must be in a rigid can or container.

3. Will Waste Management collect Christmas trees?

Waste Management will collect Christmas trees during the month of January on your regular pick-up day.

4. Will Waste Management collect grass clippings and yard waste?

Waste Management will collect yard waste on your regular collection day starting April 1 through November of each year. All yard waste materials must be in kraft-type biodegradable bags. Prepaid stickers are no longer needed. Branches and bundles will also be collected on the same day, provided that they are properly secured with string or twine. Branch bundles should not exceed 4 feet in length, and each bundle should not weigh more than 50 pounds. You can also rent yard waste carts for $2 per month, for a 1-year minimum, if you do not want to use kraft paper bags. These carts can be used for garbage during the winter months as well. To order this yard waste container, please call the Water Department at 815-838-0549, option 3. Your request will be processed, and you will receive a tracking number.

5. What will not be collected by Waste Management?

Waste Management will not collect large, heavy automotive parts such as engine blocks, tires, concrete, gravel, dirt or similar materials, automotive batteries, paint products, insecticides, oil, anti-freeze, or any other hazardous waste products. 6. Will Waste Management collect carpet?

Waste Management will collect carpet, but it must be rolled and tied with a string, and it is limited to 8 rolls per week.

7. Can I rent an extra garbage or recycling tote?

Yes, you can rent an additional garbage tote at an additional cost of $2 per month. Just call the City's Water Department at 815-838-0549, option 3.

8. Can I set out additional garbage / recycling containers and/or bags aside from the carts that were provided?

Yes, since we have an inclusive contract, Waste Management will collect additional bags / containers of garbage and/or recycling. However, additional containers must not exceed 32 gallons or 50 pounds each.

9. What is the holiday schedule for garbage collection?

Garbage / recycling will not be picked up on New Year's Day, Memorial Day, 4th of July, Labor Day, Thanksgiving, or Christmas Day. It will be collected 1 day after your normal pick-up day.

10. Is there a senior discount for garbage service?

Yes, seniors receive a discounted rate for garbage service. To qualify, seniors must be at least 65 years of age and reside in a single-family dwelling or duplex. Proof of age is required. Please come to the Water Department on the 2nd floor of 222 East 9th Street to apply.

Water / garbage bills are mailed out around the 1st of each month and are due by the 15th of every month.

2. Is there a senior citizen discount for water / sewer?

Yes, senior citizens can save 50% off the price for water, up to 3,000 gallons. However, seniors must apply in person showing proof of identification and age (65 years or older); must reside in a single-family unit, a duplex unit, or a multi-dwelling unit; and must also be the subscriber to the system.

3. How do I get my water turned back on once it is shut off?

You must come to the Water Department and pay the balance of your water bill in cash. A $50 ($100 after normal business hours) penalty fee will be imposed, which must be paid along with the balance.

4. Does the city give a summer discount on water / sewer?

No, the city no longer gives summer discounts for water / sewer. That program was discontinued in 2011.

5. I just moved to Lockport. How do I get water service in my name?

6. I am moving out of Lockport. Who do I call to cancel my water billing?
