The Redwood development will be on the Committee of the Whole agenda on December 2, 2020 to hear their request for a Special Use Permit for a Planned Residential Development. The meeting will be held at City Hall, 222 E. 9th Street, 3rd Floor, Board Room beginning at 7 p.m. Social distancing and masks will be required.
The Mayor and City Clerk will be in attendance while the remainder of the Council will be participating remotely via Zoom. A 10-person maximum is required to be maintained at all times per the State of Illinois' current guidelines. If there are more 10 people in attendance, staff will have spaces dedicated in adjacent conference rooms to view the meeting and speak to the Council on a rotating basis in the Council Chambers.
This meeting is the first of a two-step approval process with the second step occurring, with Council’s approval, on December 16 at the regularly scheduled City Council meeting. The Plan & Zoning Commission (PZC) heard the applicant's request for a Special Use Permit for a Planned Residential Development during their regular meeting. A video recording is available in the Agenda Center and on YouTube @Lockport TV. The PZC recommended approval at this meeting, and the project was scheduled to be placed on the Committee of the Whole Agenda for Wednesday, December 2, 2020.

City staff and the applicant are working through a number of the different issues that were identified both at the Plan and Zoning Commission, Committee of the Whole, and City Council meetings. They are anticipated to be included at a PZC meeting in the fall pending the results of those discussions. More information will be posted once available.

May 20, 2020
There will be no vote on the Concept Plan at the City Council's Committee of the Whole (COTW) meeting on Wednesday, May 20, 2020; however, there will be discussion of the Concept Plan Proposal. City Council members will participate in via virtual meeting, which has been the practice per the State of Illinois by Executive Order effective March 23, 2020. Any member of the public was invited to address the City Council during the agenda item or during the public comment portion of the meeting from the conference room (due to COVID-19 restrictions to maintain fewer than 10 people in a room at any given time.
Questions in advance were asked to be sent in advance of the meeting to City Planning via email accepted up to 24 hours prior to the meeting, entered into public record, and available for Council review. The applicant was asked to respond to the non-duplicate questions during the meeting.

Two Zoom meetings were held by Mayor Streit to discuss the project with him at 9 a.m. and 3 p.m. Participants were asked to contact City Planning in advance so that a link could be provided.

At their regularly scheduled Committee of the Whole (COTW) Meeting, the City Council deferred discussion of the Redwood Development Project Concept Plan Proposal (Farrell Road) PZC Case No. 2019-023 to the COTW Meeting on May 20, 2020 beginning at 7 p.m.
The City reached out to the adjacent homeowner’s association and neighborhood representatives to distribute information and encourage residents to submit email comments, watch the meeting or attend in person.
