The City is currently trying to limit in person transactions while continuing to provide essential City services to our residents. In an effort to serve you well during this unprecedented time, we have created a central location of vital resources and information below. 

Building Permits

The City is continuing to process building permits through PDF applications which can be downloaded, completed, and returned to the City via email to Please visit the Building Permit Applications page. 


General inquiries from residents and businesses or requests to post or share information with the community (such as via the City website or social media channels) can be sent to

FOIA Requests

Requests for public information under the Freedom of Information Act can be found through the City Clerk’s Office. FOIA forms are available to be downloaded and returned for processing. 

Service Requests

General requests for routine City business and services can be submitted via the E-Gov Service Request Center

Water Bills

To limit in-person interaction during the Governor’s Stay at Home Order (through April 30, 2020) residents are encouraged to pay their water bills online through the City’s BS&A Online Payment Portal or by phone on the interactive toll-free line by calling (855) 760-0919, available 24 hours a day, 7 days a week. 

During the COVID-19 outbreak, the City is not currently charging late fee penalties or shutting water off for non-payment. In addition, effective March 16, online payment and pay-by-phone processing fees have been eliminated to encourage residents to pay online or over the automated phone system.
